The chairs of the stenographers face the wall, with their backs to the table, so that they could not see the speakers.
Samara had become the Soviet makeshift capital, for in October 1941 the German army had reached the outskirts of Moscow. The Soviet government, scientists and strategic industries were hastily evacuated to Samara, one thousand kilometers to the east of Moscow. The bunker had been built by hand in nine months by a brigade of 600 subway builders. The secrecy, the megalomania, and the murderous pace of construction are typical of the Stalinist era. Even today there is little public information about the circumstances of the bunker's construction. A director of the historic site, stresses that the bunker is not a political museum but a technical object, an admirable feat of engineering.
