Home of the former Soviet Black Sea Fleet, the city is still a Russian naval base which is declared to be "located in Sevastopol" on the terms of lasting rent.The footage presents scenes from the fleet everyday life: young seamen training, then washing a ship, officers giving orders… Recorded are interviews to the Ukrainian fleet officers who speak on difficulties that occur from the joint military control over harbours after the fall of the Soviet Union. Interviews to the locals – they complain on poor life conditions, unemployment, lack of drinking water etc. Many people leave these places in search of better life. Views of warships and their details, panoramas of the seacoast, green hills, Sevastopol streets, buildings left ruined by Russian mariners, military aerodrome with war-planes and a damaged runway.
